Why were these texts imported into Europe? These texts, and the accompanying precise sine values computed using the series expansions, were useful for the science that was at that time most critical to Europe: navigation. The ‘jyotisa’ texts were specifically needed by Europeans for the problem of determining the three “ells”: latitude, loxodrome, and longitude.

How were these Indian texts imported into Europe? Jesuit records show that they sought out these texts as inputs to the Gregorian calendar reform. This reform was needed to solve the ‘latitude problem’ of European navigation. The Jesuits were equipped with the knowledge of local languages as well as mathematics and astronomy that were required to understand these Indian texts.

The Jesuits also needed these texts to understand the local customs and how the dates of traditional festivals were fixed by Indians using the local calendar (“panchânga”). How the mathematics given in these Indian ancient texts subsequently diffused into Europe (e.g. through clearing houses like Mersenne and the works of Cavalieri, Fermat, Pascal, Wallis, Gregory, etc.) is yet another story.

The calculus has played a key role in the development of the sciences, starting from the “Newtonian Revolution”. According to the “standard” story, the calculus was invented independently by Leibniz and Newton. This story of indigenous development, ab initio, is now beginning to totter, like the story of the “Copernican Revolution”.

The English-speaking world has known for over one and a half centuries that “Taylor series” expansions for sine, cosine and arctangent functions were found in Indian mathematics / astronomy / timekeeping (‘jyotisa’) texts, and specifically in the works of Madhava, Neelkantha, Jyeshtadeva, etc. No one else, however, has so far studied the connection of these Indian developments to European mathematics.

The connection is provided by the requirements of the European navigational problem, the foremost problem of the time in Europe. Columbus and Vasco da Gama used dead reckoning and were ignorant of celestial navigation. Navigation, however, was both strategically and economically the key to the prosperity of Europe of that time.

Accordingly, various European governments acknowledged their ignorance of navigation while announcing huge rewards to anyone who developed an appropriate technique of navigation. These rewards spread over time from the appointment of Nunes as Professor of Mathematics in 1529, to the Spanish government’s prize of 1567 through its revised prize of 1598, the Dutch prize of 1636, Mazarin’s prize to Morin of 1645, the French offer (through Colbert) of 1666, and the British prize legislated in 1711.

Many key scientists of the time (Huygens, Galileo, etc.) were involved in these efforts. The navigational problem was the specific objective of the French Royal Academy, and a key concern for starting the British Royal Society.

Prior to the clock technology of the 18th century, attempts to solve the European navigational problem in the 16th and 17th centuries focused on mathematics and astronomy. These were (correctly) believed to hold the key to celestial navigation. It was widely (and correctly) held by navigational theorists and mathematicians (e.g. by Stevin and Mersenne) that this knowledge was to be found in the ancient mathematical, astronomical and time-keeping (jyotisa) texts of the East.

Though the longitude problem has recently been highlighted, this was preceded by the latitude problem and the problem of loxodromes. The solution of the latitude problem required a reformed calendar. The European calendar was off by ten days. This led to large inaccuracies (more than 3 degrees) in calculating latitude from the measurement of solar altitude at noon using, for example, the method described in the Laghu Bhâskarîya of Bhaskara I.

However, reforming the European calendar required a change in the dates of the equinoxes and hence a change in the date of Easter. This was authorised by the Council of Trent in 1545. This period saw the rise of the Jesuits. Clavius studied in Coimbra under the mathematician, astronomer and navigational theorist Pedro Nunes. Clavius subsequently reformed the Jesuit mathematical syllabus at the Collegio Romano. He also headed the committee which authored the Gregorian Calendar Reform of 1582 and remained in correspondence with his teacher Nunes during this period.

Jesuits such as Matteo Ricci who trained in mathematics and astronomy under Clavius’ new syllabus were sent to India. In a 1581 letter, Ricci explicitly acknowledged that he was trying to understand the local methods of time-keeping (‘jyotisa’) from the Brahmins and Moors in the vicinity of Cochin.

Cochin was then the key centre for mathematics and astronomy since the Vijaynagar Empire had sheltered it from the continuous onslaughts of Islamic raiders from the north. Language was not a problem for the Jesuits since they had established a substantial presence in India. They had a college in Cochin and had even established printing presses in local languages like Malayalam and Tamil by the 1570’s.

In addition to the latitude problem (that was settled by the Gregorian Calendar Reform), there remained the question of loxodromes. These were the focus of efforts of navigational theorists like Nunes and Mercator.

The problem of calculating loxodromes is exactly the problem of the fundamental theorem of calculus. Loxodromes were calculated using sine tables. Nunes, Stevin, Clavius, etc. were greatly concerned with accurate sine values for this purpose, and each of them published lengthy sine tables. Madhava’s sine tables, using the series expansion of the sine function, were then the most accurate way to calculate sine values.

The Europeans encountered difficulties in using these precise sine values for determining longitude, as in the Indo-Arabic navigational techniques or in the Laghu Bhâskarîya. This is because this technique of longitude determination also required an accurate estimate of the size of the earth. Columbus had underestimated the size of the earth to facilitate funding for his project of sailing to the West. His incorrect estimate was corrected in Europe only towards the end of the 17th century CE.

Even so, the Indo-Arabic navigational technique required calculations while the Europeans lacked the ability to calculate. This is because algorismus texts had only recently triumphed over abacus texts and the European tradition of mathematics was “spiritual” and “formal” rather than practical, as Clavius had acknowledged in the 16th century and as Swift (of ‘Gulliver’s Travels’ fame) had satirized in the 17th century. This led to the development of the chronometer, an appliance that could be mechanically used without any application of the mind.

Clarkson, one of the highest paid BBC presenters known for his controversial comments, presented the Top Gear programme, which since its broadcast prompted several complaints and allegations of racism.

In its January 6 letter to the programme’s producer, Chris Hale, and copied to Mark Thompson, director-general of BBC, the high commission said the BBC was “clearly in breach of the agreement that you had entered into, completely negating our constructive and proactive facilitation”.

The letter added: “The programme was replete with cheap jibes, tasteless humour and lacked cultural sensitivity. This is not clearly what we expect of the BBC. I write this to convey our deep disappointment over the documentary for its content and the tone of the presentation”.

In the programme, Clarkson allegedly made controversial comments about India’s trains, toilets, clothing, food and history.

The BBC has confirmed receiving 23 complaints about the programme, and added that it would directly respond to the Indian high commission’s letter.

Senior Labour MP Keith Vaz, who called for a BBC apology when the programme was broadcast over Christmas, told The Telegraph last night: “It seems that the reasons given by the BBC in order to obtain their visas to go to India did not disclose the true nature of the content of this programme.”

“One ridiculous programme has done a lot of damage to this good relationship. A swift apology from the BBC and Mr Clarkson may go some way towards restoring our good relations and the reputation of the BBC in India,” Vaz added.

Before leaving for India, Hale had informed the high commission in a letter dated 21 July that the trip was intended to be “light hearted… focusing on the journey and the inevitable idiosyncracies of the cars they will drive, as well as the country and the scenery we see along the way”.

Clarkson was accompanied by two presenters, Richard Hammond and James May.

Hale’s letter added: “There will be spontaneous interaction between the presenters and their environment, and potentially people they meet along the way. This will be in an incidental manner, not interviews. Key ingredients of what we film will be beautiful scenery, busy city scenes, local charm and colour within these locations, areas to illustrate the local car culture that exists in India.”

ಇಡೀ ಸರಕಾರದ ವ್ಯವಸ್ಥೆಯನ್ನು, ಮಹಾಮಾನವೀಯ ಉಪ ರಾಷ್ಟ್ರಪತಿಗಳನ್ನು, ಪ್ರಧಾನ ಮಂತ್ರಿ, ಉಪ ಪ್ರಧಾನಮಂತ್ರಿ ರಕ್ಷಣಾಮಂತ್ರಿ, ಆರ್ಥಮಂತ್ರಿ ಹೀಗೇ ಮಂತ್ರಿಮಂಡಲದ ಘಟಾನುಘಟಿಗಳನ್ನು, ೨೫೦ಕ್ಕೂ ಹೆಚ್ಚು ಸಂಸತ್ ಸದಸ್ಯರನ್ನು, ರಕ್ಷಿಸಲು ತಮ್ಮ ಪ್ರಾಣವನ್ನೇ ಸಮರ್ಪಿಸಿದ ೯ ಮಂದಿ ಸಿಆರ‍್ಪಿಎಪ್ ಸಿಬ್ಬಂದಿ, ದಿಲ್ಲಿ ಪೋಲೀಸ್ ಸಿಬ್ಬಂದಿ ಹಾಗೂ ಸಂಸತ್ ಭವನದ ಆವರಣದಲ್ಲಿರುವ ತೋಟದಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದ ಮಾಲಿ ಇವರ ತ್ಯಾಗಕ್ಕೆ ದೇಶದಲ್ಲಿ ಯಾವುದೇ ಬೆಲೆಇಲ್ಲದೆ ಅವರ ಪ್ರಾಣಾರ್ಪನೆಯೇ ವ್ಯರ್ಥ ವಾಗಿದೆಯೇನೋ ಅನ್ನಿಸುತ್ತಿದೆ. ಈ ಸಂದರ್ಭದಲ್ಲಿ ನಮ್ಮ ಯುವಕರಿಗೆ, ಸಹೃದಯ ನಾಗರೀಕರಿಗೆ ಈ ಘಟನೆಯ ಮನವರಿಕೆ ಮಾಡಿಕೊಟ್ಟು ಹೃದಯಾಳದಿಂದ ಈ ಹುತಾತ್ಮರಿಗೆ ಶ್ರದ್ದಾಂಜಲಿ ಅರ್ಪಿಸಿ ಅವರ ಬಲಿದಾನ ಈ ದೇಶಕ್ಕೆ ಏಂಥ ಅಮೋಘವಾದ ಕಾರ್ಯವೆಸಗಿದೆ ಅದು ಎಷ್ಟು ಮಹತ್ವದ್ದು ಎಂಬುದನ್ನು ಮನವರಿಕೆ ಮಾಡಿಕೊಡುವ ಉದ್ದೇಶವೇ ಈ ಲೇಖನ. ಆ ಒಂಭತ್ತೂ ಜನ ಹುತಾತ್ಮರ ಕುಟುಂಬಗಳಿಗೆ ನಿಮ್ಮ ಈ ಅಗಲಿಕೆಯ ನೋವಿನ ಜೊತೆ ನಾವೂ ಪಾಲುದಾರರಾಗಿದ್ದೇವೆ ಎಂಬ ಭರವಸೆಯನ್ನು ನೀಡುವ ಸಾಂತ್ವಾನ ನೀಡುವ ನಮ್ಮ ಕರ್ತವ್ಯವನ್ನು ಜ್ಞಾಪಿಸುವುದೇ ಈ ಲೇಖನದ ಗುರಿ.

ಇಂದಿಗೆ ದೆಹಲಿಯಲ್ಲಿ ಭಾರತದ ಸಂಸತ್ ಭವನದ ಮೇಲೆ ಭಯೋತ್ಪಾದಕರು ದಾಳಿನಡೆಸಿ (ಡಿಸೆಂಬರ್ 13, 2೦೦1 ನೇ ಗುರುವಾರ) ಹತ್ತು ವರ್ಷಗಳು ಸಂದಿವೆ. ದೇಶದ ರಾಜಧಾನಿಯಲ್ಲಿರುವ ಸಂಸತ್ ಭವನದಲ್ಲಿ ಪ್ರತಿವಷ ಈ ದಿನದಂದು ಹುತಾತ್ಮರ ಸ್ಮರಣೆಯ ನೆಪದಲ್ಲಿ ಪ್ರಧಾನ ಮಂತ್ರಿಗಳು, ವಿರೊಧ ಪಕ್ಷದ ಧುರೀಣರು ಮತ್ತು ಹಿಡಿಯಷ್ಟು ರಾಜಕಾರಣಿಗಳು ಅಂದು ಅಗಲಿದ ೯ ಹುತಾತ್ಮರ ಭಾವಚಿತ್ರಗಳಿಗೆ ಪುಷ್ಟಾರ್ಚನೆ ಮಾಡಿದರೆ ತಮ್ಮ ಮಾಮೂಲಿ ಕರ್ತವ್ಯ ಮುಗಿಯಿತೆಂದು ಧನ್ಯತಾಭಾವವನ್ನು ಮೆರೆಸುತ್ತಾರೆ. ಆದರೆ ಈ ಎಲ್ಲಾ ಘಟನೆಗಳ ಹಿಂದಿನ ಕುತಂತ್ರಿ ಅಫಜಲ್ ಗುರು ಮಾತ್ರ ನಮ್ಮ ದೇಶದ ಕಾನೂನು ಗಲ್ಲು ಶಿಕ್ಷೆ ವಿಧಿಸಿದರೂ ಸರಕಾರದ ತುಷ್ಟೀಕರಣ ನೀತಿಯ ನೆರವಿನಿಂದ ತನ್ನ ಜೀವನದ ಮತ್ತೊಂದು ದಿನವನ್ನು ಸಾಧನೆಯ ದಿನವಾಗಿ ಆನಂದದಿಂದ ಕಳೆಯುತ್ತಾನೆ. ಈ ದೇಶದ ಕಾನೂನಿನ ಅಪಹಾಸ್ಯ ಮಾಡುತ್ತಾನೆ. ಈ ದೇಶದ ಮೇಲೆ ಯಾರು ಬೇಕಾದರೂ ಯಾವುದೇ ಕೃತ್ಯಮಾಡಿ ಬಚಾವಾಗಬಹುದೆಂಬುದನ್ನು ಜಗತ್ತಿಗೆ ಸಾರಿ ಸಾರಿ ತೋರಿಸುತ್ತಾನೆ.

ಅಂದು ಢಿಸೆಂಬರ್ ೧೩, ೨೦೦೧ ರಂದು ನಮ್ಮ ಸಂಸತ್ ಭವನದಲ್ಲಿ ನಡೆದಿದ್ದಾದರು ಏನು?

ಅಂದು ಗುರುವಾರ ಸಮಯ ೧೧ ಘಂಟೆ. ಲೋಕ ಸಭೆ ತನ್ನ ಕಲಾಪಗಳನ್ನು ಮುಂದೂಡಿ ಕೇವಲ ೪೦ ನಿಮಿಷಗಳು ಕಳೆದಿತ್ತು. ಪ್ರಧಾನ ಮಂತ್ರಿ ಅಟಲ್ ಬಿಹಾರಿ ವಾಜಪೇಯೀ, ಗೃಹ ಮಂತ್ರಿ ಲಾಲ್ ಕೃಷ್ಣ ಆದ್ವಾನಿ, ರಕ್ಷಣಾ ಮಂತ್ರಿ ಜಾರ್ಜ ಫರ್ನಾಂಡೀಸ್, ಉಪರಾಷ್ಟ್ರಪತಿ ಭೈರೋಂಸಿಂಗ್ ಜಿ ಷೇಕಾವತ್ ಮತ್ತು ಇತರೇ ಅನೇಕ ಮಂತ್ರಿಗಳು ಮತ್ತು ೨೫೦ಕ್ಕೂ ಹೆಚ್ಚು ಸಂಸತ್ ಸದಸ್ಯರು ಆಗ ತಾನೆ ಸಂಸತ್ ಭವನದಿಂದ ಹೊರಡಲು ಅನುವಾಗುತ್ತಿದ್ದರು. ಸಮಯ ೧೧.೪೫ ಆಗಿರುವ ಸಂದರ್ಭದಲ್ಲಿ ಸಂಸತ್ ಹೊರ ಆವರಣದಲ್ಲಿ ಗುಂಡಿನ ಸದ್ದು ಕಿವಿಗೆ ಬಂದು ಅಪ್ಪಳಿಸಿತು. ಇದೇನೆಂದು ತಿಳಿಯುವಷ್ಟರಲ್ಲಿ ಯುದ್ಧೋಪಾದಿಯಲ್ಲಿ ಕೋಲಾಹಳ ಮುಗಿಲು ಮುಟ್ಟಿತ್ತು.

ಆ ಗುಂಡಿನ ಸದ್ದು ಭಯೋತ್ಪಾದಕರು ದೇಶದ ಅತುಚ್ಚ ಪ್ರಜಾಪ್ರಭುತ್ವ ಸಂಸ್ಥೆ ಸಂಸತ್ ಭವನದ ಮೇಲೆ ನಡೆಸಿದ ಧೂರ್ತತನದ ದಾಳಿ ದೇಶದ ಆತ್ಮದ ಮೇಲೆ ನಡೆದ ದಾಳಿಯಾಗಿತ್ತು. ಗೇಠ್ ನಂ ೧೨ರಿಂದ ಬಿಳಿಯ ಅಂಬಾಸೆಡರ್ ಕಾರು ಆಐ೩ಅಎ ೧೫೨೭ ರಿನಲ್ಲಿ ಪೋಲೀಸ್ ವೇಶದಲ್ಲಿ ಕಾರು ಗೇಟನ್ನು ಪ್ರವೇಶಿಸಿದ ಸಂದರ್ಭದಲ್ಲಿ ಅಲ್ಲಿದ್ದ ರಕ್ಷಣಾ ಆವರಣವನ್ನು ಭೇದಿಸಿ ಈ ಕಾರು ಮುಂದುವರೆದಂತೆ ಆತಂಕವಾದಿ ಆತಂಕವಾದಿ ಎಂಬ ಕೂಗು ಮುಗಿಲು ಮುಟ್ಟಿತು. ಶ್ರೀಮತಿ ಕಮಲೆಶ ಕುಮಾರಿ ಸಿ.ಆರ್. ಪಿ.ಎಪ್ ಕಾನಸ್ಟೇಬಲ್ ಕಾರನ್ನು ನಿಲ್ಲಿಸುವಂತೆ ಕೂಗಿ ಅಡ್ಡಬಂದಾಗ ಕಾರಿನಲ್ಲಿದ್ದ ಭಯೋತ್ಪಾದಕರು ಆಕೆಯ ಮೆಲೆ ಗುಂಡಿನ ಮಳೆಗರೆದರು. ಗುಂಡೆಟಿನಿಂದ ಆಕೆ ಅಲ್ಲೇ ಕುಸಿದಳು ಕೇವಲ ೧ರಿಂದ ೨ನಿಮಿಷದ ಈ ತಡೆ ಆತಂಕವಾದಿಗಳಿಗೆ ಬಹಳ ದೊಡ್ಡ ತಡೆಯಾಯಿತಲ್ಲದೆ ಇಡೀ ಪೋಲೀಸ್ ಸಿಬ್ಬಂದಿ ಎಚ್ಚೆತ್ತುಕೊಳ್ಳುವಂತೆ ಮಾಡಿತ್ತು. ಕಾರು ಮುಂದುವರೆದಂತೆ ರಕ್ಷಣಾ ಸಿಬ್ಬಂದಿಗಳಲ್ಲಿ ಒಬ್ಬರಾದ ಜೆ. ಪಿ ಯಾದವ್ ರಾಜ್ಯಸಭಾಸದಸ್ಯರು ಉಪಯೋಗಿಸುತ್ತಿದ್ದ ಬಾಗಿಲಬಳಿ ರಕ್ಷಣಾ ಮೇಲ್ವಿಚಾರಣೆ ನಡೆಸುತ್ತಿದ್ದಾಗ ಕಾರನ್ನು ಕಂಡು ತಡೆಯಲು ಪ್ರಯತ್ನಿಸಿದರು. ಇಷ್ಟರಲ್ಲಿ ಅವರು ತಮ್ಮ ವೈರ‍್ಲೆಸ್ ಉಪಕರಣದಿಂದ ಸಂಸತ್ ಭವನದಮೇಲೆ ಆತಂಕವಾದಿಗಳ ದಾಳಿ ಕುರಿತು ಎಲ್ಲಾ ಬಾಗಿಲುಗಳನ್ನು ಮುಚ್ಚುವಂತೆ ಮತ್ತು ಹೋರಾಟಕ್ಕೆ ಸಿದ್ದರಾಗುವಂತೆ ಸೂಚಿಸಿದ್ದರು ತಕ್ಷಣವೇ ಅವರಮೇಲೂ ಗುಂಡಿನ ಮಳೆಗರೆದ ಭಯೋತ್ಪಾದಕರು ಅವರನ್ನೂ ಬಲಿ ತೆಗೆದು ಕೊಂಡಿದ್ದರು.

ಎಲ್ಲಾ ಎಚ್ಚರಗಳಿಂದ ಹೋರಾಟಕ್ಕೆ ಮತ್ತು ಭಯೋತ್ಪಾದಕರ ನಾಶಕ್ಕೆ ಸಿದ್ಧರಾದ ಪೋಲೀಸ್ ಪಡೆ ಮತ್ತಿತರ ರಕ್ಷಣಾಪಡೆ ಪ್ರತಿ ಹೊರಾಟ ವನ್ನು ಪ್ರಾರಂಭಿಸಿತು. ಕಾರಿನಲ್ಲಿದ್ದ ೫ ವ್ಯಕ್ತಿಗಳ ಪೈಕಿ ಒಬ್ಬ ಮಾನವ ಬಾಂಬಾಗಿದ್ದ. ಇವುಗಳನ್ನು ಅರಿತ ಸಿಬ್ಬಂದಿ ಕೇವಲ ೪೫ ನಿಮಿಷಗಳ ಹೋರಾಟದಲ್ಲಿ ಈ ಭಯೋತ್ಪಾದಕರು ಪಾರ್ಲಿಮೆಂಟ್ ಒಳಗೆ ನುಸುಳುವುದನ್ನು ಅಪಾರ ಹಾನಿ ಯಾಗುವುದನ್ನು ತಮ್ಮ ಕೆಚ್ಚೆದೆಯ ಹೋರಾಟ ದಿಂದ ತಡೆದಿದ್ದರು. ಗ್ರೆನೇಡ್ ಗಳಿಗೆ ಹೆದರದೆ ಅವುಗಳನ್ನು ವಿಫಲ ಗೊಳಿಸಿ ಮಾನವ ಬಾಂಬಹೊಂದಿದ್ದ ವ್ಯಕ್ತಿಯನ್ನೂ ಹೊಡೆದುರುಳಿಸಿದಾಗ ಎತ್ತರದ ಬೆಂಕಿ ತನ್ನ ಕೆನ್ನಾಲUಯನ್ನು ಮುಗಿಲೆತ್ತರಕ್ಕೆ ಚಾಚಿತ್ತು.

ಒಟ್ಟು ಸಿಆರ್ ಪಿ ಎಪ್ ನ ೪ ಪೋಲೀಸ್ ನ ೪ ಮತ್ತು ತೋಟದಲ್ಲಿ ಕೆಲಸ ಮಾಡುತ್ತಿದ್ದ ಒಬ್ಬ ತೋಟಗಾರಿಕಾ ಸಿಬ್ಬಂದಿ ಒಟ್ಟು ೯ ಮಂದಿ ಹುತಾತ್ಮತರಾಗುವುದರೊಂದಿಗೆ ಗುಂಡಿನ ಸದ್ದು ನಿಂತಿತ್ತು. ಈ ಮಧ್ಯೆ ಐದೂ ಜನ ಭಯೋತ್ಪಾದಕರನ್ನೂ ರಕ್ಷಣಾ ಸಿಬ್ಬಂದಿ ನೆಲಕಚ್ಚಿಸಿದ್ದರು. ನಮ್ಮ ದೇಶದ ಪೋಲೀಸ್ ಸಿಬ್ಬಂದಿ ತಾವು ತೋರಿದ ವಿರೋಧದಿಂದ ಆಗಬಹುದಾಗಿದ್ದ ದೊಡ್ಡ ಗಂಡಾಂತರದಿಂದ ದೇಶವನ್ನು ರಕ್ಷಿಸಿ ತಮ್ಮ ದೇಶಭಕ್ತಿಯನ್ನು ಮೆರೆದರು. ತಮ್ಮ

ಧೇಶದ ಮೇಲೆ ನಡೆದ ನಮ್ಮ ಪಕ್ಕದ ದೇಶದ ಪ್ರಾಯೋಜಿತ ಕಾರ್ಯಕ್ರಮ ಇದೆಂದು ಭಾರತದ ರಕ್ಷಣಾ ಸಚಿವರು ಉದ್ಗರಿಸಿದ್ದರು. ರಕ್ತ ಕೊಟ್ಟಾದರೂ ದೇಶವನ್ನು ಉಳಿಸಿಕೊಳ್ಳುತ್ತೇವೆ ಎಂದು ಪ್ರಧಾನ ಮಂತ್ರಿಗಳು ಹೇಳಿದ್ದರು. ದೇಶ ವಿದೇಶಗಳಿಂದ ಈ ಕೃತ್ಯಕ್ಕೆ ಖಂಡೆನೆ ಸೂಚಿತವಾಗುತ್ತಿತ್ತು. ರಕ್ಷಣಾಸಿಬ್ಬಂದಿಗಳ ಸಾಮಯಿಕ ಸಾಹಸದಿಂದ ದೇಶ ಉಳಿಯಿತೆಂದು ಗೃಹಮಂತ್ರಿ ತಮ್ಮ ಸಂತಾಪ ಸಂದೇಶದಲ್ಲಿ ಉಚ್ಚರಿಸಿದ್ದರು.

ನಮ್ಮ ದೇಶದ ಮೇಲೆ ಭಯೋತ್ಪಾದಕರು ನಡೆಸುತ್ತಿರುವ ದಾಳಿ ಇದೇ ಮೊದಲಲ್ಲ ಅತವಾ ಕೊನೆಯದೂ ಅಲ್ಲ. ಕೇವಲ ಈ ದಶಕವೊಂದರಲ್ಲೇ (೨೦೦೧ರಿಂದ) ಈವರೆಗೂ ಸರಿಸುಮಾರು ೪೭ ಭಯೋತ್ಪಾದಕ ದಾಳಿಗಳು ನಡೆದಿದ್ದು, ೨೦೦೨ ರಫಿಗಂಜ್ ರೈಲು ಧಾಳಿ, ೨೦೦೩ರ ಮುಂಬೈ ದಾಳಿ, ೨೦೦೫ರಲ್ಲಿ ದೆಹಲಿಯಲ್ಲಿ, ೨೦೦೬ರಲ್ಲಿ ಮತ್ತೆ ಮುಂಬೈಯಲ್ಲಿ, ೨೦೦೭ರಲ್ಲಿ ಸಂಝೋತಾ ಎಕ್ಸಪ್ರೆಸ್ ರೈಲಿನಮೇಲೆ, ೨೦೦೮ರ ಜೈಪುರ ಮತ್ತು ಅಹಮದಾಬಾದ್ ಅಸ್ಸೋಂ ಮತ್ತು ಮತ್ತೊಮ್ಮೆ ಮುಂಬೈಯಲ್ಲಿ ನಲ್ಲಿ ನಡೆದ ಭಯೋತ್ಪಾದಕ ಕೃತ್ಯಗಳು, ೨೦೧೦ರ ದಾಂತೇವಾಡ, ಜ್ಞಾನೇಶ್ವರಿ ಎಕ್ಸಪ್ರೆಸ್ ರೈಲಿನ ದಾಳಿ ಈ ಎಲ್ಲಾ ದಾಳಿಗಳಲ್ಲಿ ಪ್ರತೀ ಘಟನೆಯಲ್ಲೂ ೫೦ಕ್ಕು ಹೆಚ್ಚು ಅಮಾಯಕ ಜನರ ಬಲಿ ತೆಗೆದುಕೊಂಡಿರುವುದು ಓದುಗರಾದ ನಮ್ಮೆಲ್ಲರ ಗಮನಕ್ಕೆ ಬಂದಿರಬಹುದು. ಲಭವಿರುವ ಮಾಹಿತಿಯ ಪ್ರಕಾರ ಮುಂಬೈ ನಗರ ಒಂದರಲ್ಲೇ ೧೯೯೩ರಿಂದ ಈ ವರೆಗೆ ಒಂಭತ್ತಕ್ಕೂ ಹೆಚ್ಚು ದಾಳಿಗಳು ನಡೆದಿದ್ದು ೭೦೫ಕ್ಕಿಂತ ಹೆಚ್ಚು ಮಂದಿಯನ್ನು ಈ ದಾಳಿಗಳು ಬಲಿತೆಗೆದು ಕೊಂಡಿವೆ. ಇಡೀ ದೇಶದಲ್ಲಿ ೧೯೮೪ ರಿಂದ ನಡೆದ ಈ ವರೆಗಿನ ದಾಳಿಗಳಲ್ಲಿ ಸುಮಾರು ೧೭೨೯ ಕ್ಕಿಂತ ಆಧಿಕ ಮಂದಿ ಬಲಿಯಾಗಿರುವುದು ಅಂಕಿ ಅಂಶಗಳಿಂದ ದೃಢಪಟ್ಟಿದೆ. ಗಾಯಗೊಂಡವರು ಮತ್ತು ತದನಂತರ ಚಿಕಿತ್ಸೆ ಫಲಕಾರಿಯಾಗದೆ ಮೃತಪಟ್ಟವರ ಸಂಖ್ಯೆ ದಾಖಲೆಗೆ ಸಿಗದಷ್ಟು ಹೆಚ್ಚಿದೆ. ಈ ಅಂಶಗಳು ನಾಡಿನ ಪ್ರಜ್ಞ ನಾಗರಿಕರ ಗಮನಕ್ಕೆ ಬಂದಿದೆಯೇ?

ಈ ದೇಶದಲ್ಲೇ ವಾಸವಾಗಿದ್ದು ಈ ದೇಶದ ವಿರುದ್ಧವೇ ಷಡ್ಯಂತ್ರ ರೂಪಿಸುವವರ ಸಂಖ್ಯೆಗೇನೂ ಈ ದೇಶದಲ್ಲಿ ಬರವಿಲ್ಲ. ರಾಜಕೀಯದ ಆಕಾಂಕ್ಷೆಗಳಿಂದ ಅನೇಕ ತನಿಖೆಗಳು ದಾರಿತಪ್ಪಿರುವುದು ನಿರ್ವಿವಾದ. ರಸ್ತೆಗಳಲ್ಲಿ ನಡೆಯುವ ಅಮಾಯಕ ಪಾದಚಾರಿಗಳು, ಮಕ್ಕಳು, ಹೆಂಗಸರು ಪ್ರಯಾಣಿಕರು ಈ ದುರ್ಘಟನೆಗಳಲ್ಲಿ ಅಸುನೀಗುತ್ತಿದ್ದು ಯುದ್ಧಗಳಲ್ಲಿ ಪ್ರಾಣಾರ್ಪಣೆಗೈದ ಸೈನಿಕರ ಸಂಖ್ಯೆಗಿಂತ ಈ ಭಯೋತ್ಪಾದಕರನ್ನು ಸದೆಬಡಿಯುವ ಹೋರಾಟದಲ್ಲಿ ಅಸುನೀಗಿದ ಸೈನಿಕರ ಸಂಖ್ಯೆಯೇ ಅಧಿಕವಾಗಿರುವುದು ಎತಹಾ ವಿಪರ್ಯಸ? ಇದೇನೂ ಗಮನಕ್ಕೆ ಬಾರದ ವಿಷಯವಲ್ಲ.

ಅಮಾಯಕರ ಪ್ರಾಣ ಹಾನಿ ನಿಲ್ಲಬೇಕು. ಅಕ್ರಮ ನುಸುಳುಕೋರರಿಗೆ, ಈ ದೇಶದ ಅನ್ನ ತಿಂದು ಈ ದೇಶದ ವಿರುದ್ಧವೇ ದಾಳಿಮಾಡುವ ಭಟ್ಕಳ ಸಹೋದರರಂತಹವರಿಗೆ, ನೆರೆಯ ದೇಶದ ಪ್ರಾಯೋಜಿತ ಭಯೋತ್ಪಾದನಾ ಚಟುವಟಿಕೆಗಲಲ್ಲಿ ಭಾಗಿಯಾದವರಿಗೆ ತಕ್ಕ ಶಾಸ್ತಿಯಾಗಬೇಕು. ಆನ ನೆಮ್ಮದಿಯ ನಿಟ್ಟುಸಿರು ಬಿಡಬೇಕು. ಭಯೋತ್ಪಾದನಾ ನಿಗ್ರಹಕ್ಕೆ ಬಳಸುವ ಕೋಟಿ ಕೋಟಿರೂಪಾಯಿಗಳು ಅಗತ್ಯ ಸೇವೆಗಳಿಗೆ ಬಳಸುವಂತಾಗಬೇಕು. ಪ್ರತಿ ವ್ಯಕ್ತಿಯಲ್ಲಿ ಜಾಗೃತಿ ಮೂಡಬೇಕು. ಆತ ಆಕೆ ದೇಶ ಸಂರಕ್ಷಣೆಯಲ್ಲಿ ತನ್ನ ಕರ್ತವ್ಯವನ್ನು ನಿರ್ವಹಿಸಿಬೇಕು. ಸರಕಾರ ರಾಜಕೀಯ ಲಾಭಕ್ಕೆ ಹೊರತಾಗಿ ತುಷ್ಟೀಕರಣ ನೀತಿಯನ್ನು ಬಿಟ್ಟು ಪೋಟಾ ಅಂತಹ ಕಠಿಣ ಕಾನೂನು ರಚಿಸಿ ಕಟ್ಟುನಿಟ್ಟಿನ ಕ್ರಮ ತೆಗೆದುಕೊಂಡು ಭಯೋತ್ಪಾದಕರನ್ನು ನಿಗ್ರಹಿಸಬೇಕು. ದೇಶದ ವಿರುದ್ಧ ಸೊಲ್ಲೆತ್ತದಂತಹ ಸ್ಥಿತಿ ನಿರ್ಮಾಣವಾಗಬೇಕು. ಇವು ನಮ್ಮ ಹಕ್ಕೋತ್ತಾಯ. ಈ ಜಾಗೃತಿ ಕಾರ್ಯಕ್ರಮದ ಮೂಲಕ ನಾವು ಈ ನಮ್ಮ ಬದುಕುವ ಹಕ್ಕಿಗಾಗಿ ಸರಕಾರವನ್ನು ಒತ್ತಾಯಿಸುತ್ತೇವೆ. ಸಂಸತ್ ಭವನದ ಮೇಲೆ ನಡೆದ ದಾಳಿಯ ಸಂದರ್ಭ ಪ್ರಾಣತೆತ್ತ ನಮ್ಮ ರಕ್ಷಕರ ಆತ್ಮಗಳಿಗೆ ಶಾಂತಿ ಸಿಗಬೇಕಾದರೆ ಈ ದಾಳಿಯ ಯೋಜಕನಾಗಿ ಮರಣದಂಡನೆಗೆ ಗುರಿಯಾಗಿ ಸರಕಾರದಿಂದಲೇ ರಕ್ಷಿಸಲ್ಪಡುತ್ತಿರುವ ಭಯೋತ್ಪಾದಕ ಅಫ್ಜಲ್ ಗುರುವಿಗೆ ನಿರ್ವಿವಾದವಾಗಿ ಗಲ್ಲು ಶಿಕ್ಷೆ ತಕ್ಷಣ ಜಾರಿಯಾಗಬೇಕು. ಈ ನೆಲದಲ್ಲಿ ಯಾರೇ ಭಯೋದ್ಪಾದನಾಕೃತ್ಯವನ್ನು ಆಯೋಜಿಸಿದರೆ, ನಡೆಸಿದರೆ ಅಂಥವರಿಗೆ ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಶಿಕ್ಷೆ ಜಾರಿಯಾದಾಗ ಮಾತ್ರ ಈ ದೇಶದಲ್ಲಿ ನಿರ್ಭೀತಿ ವಾತಾವರಣ ನಾವು ಅಪೇಕ್ಷಿಸಬಹುದು.

In fact, almost all states in India, except of course the North-East states of Meghalaya and Nagaland have enacted anti-cow slaughter laws. But, no one ever cares to implement the so-called laws. Most of the cows were slaughtered on the streets in full public gaze in Andhra Pradesh State capital of Hyderabad. Those establishments or organisations vested with the responsibility of prevention cow slaughter have simply turned a blind eye and did nothing to stop the butchery of hapless and holy cows. As far as the ruling party is concerned, it appears that they are interested only in the vote bank politics and so-much-so, bothered the least in the matter. The media and press who raise a big hue-and-cry even for silly things have maintained a stony silence and totally and shamelessly ignored the whole criminality.

The so-called animal lovers hardly attempted to stop this heinous crime. Well, for that matter, every single political party closed their eyes on this sordid episode. Less said is better about our self-centred political leaders. Not to specially mention, every party, every organisation, every outfit behaved as nothing happened. We wonder where all these organisations have disappeared or simply vanished. The Muslims during celebrations of Baqrid, traditionally kill only goats and lambs; are now resorting to slaughter of cows against their own religious tradition. Why? What could be the reason? Maybe it is due to the weak, passive and unassertive pathetic Hindu society. The atrocious act of Muslims is not limited to just Hyderabad but this devious and illegal killings were carried out at many places including Vijayawada, Visakhapatnam, Bhainsa, Kamareddy, Nizamabad, Kurnool, Kadiri and Kadapa.

It is said that a Muslim religious organisation, the Dar-ul-Uloom, Deoband has actually made an appeal to the Islamic society not to harm holy cows; even then, this brutal sin was committed by the Muslims.

This is nothing but a challenge not just to the Hindu society but to the nation at large.

The AP Prohibition of Cow Slaughter and Animal Preservation Act – 1972 was actually an improvement to the already existing Act of 1960. This Act even specifies the mode and method of transportation of cows in trucks and vehicles duly taking care to see that the cows are not subjected to torture or suffering during transportation, the Motor Vehicles Act also was suitably amended to incorporate this provision. Committees were formed to review the implementation of the provisions once in every year, and special powers were also vested to the committee. All these acts, committees, powers have gone in vain.

And now, what are we Hindus doing. We conduct and rejoice coronation ceremony of Saif Ali Khan Pataudi when his father Mansur Ali Khan Pataudi died. We are eager to bring in Ranganath Misra Commission, Rajinder Sachar Committee to do “justice” to Muslims (sic), while in fact, it is the Hindus who need basic human rights in India that is Bharat.

Let’s co-operate with Hindu organisations, let’s join in their efforts of serving the nation and nation building. Inaction, failure to act, fumbling, indecision, procrastination and dithering will lead us nowhere.
Now is the time for us to act. Time is precious and running out.

At a conference today, he surprised the delegates by revealing some of his greatest dislikes – yoga and Harry Potter.

Father Amorth, a colourful and often outspoken personality, said:’Practising yoga brings evil as does reading Harry Potter. They may both seem innocuous but they both deal with magic and that leads to evil.’

He added:’Yoga is the Devil’s work. You thing you are doing it for stretching your mind and body but it leads to Hinduism. All these oriental religions are based on the false belief of reincarnation.’

Father Amorth, speaking on the subject of People And Religion at a fringe event at the Umbria Film Festival in Terni, spoke of his distaste for JK Rowling’s young wizard.

He said:’People think it is an innocuous book for children but it’s about magic and that leads to evil. In Harry Potter the Devil is at work in a cunning and crafty way, he is using his extraordinary powers of magic and evil.
‘Satan is always hidden and the thing he desires more than anything is for people to believe he does not exist. He studies each and everyone of us and our tendencies towards good and evil and then he tempts us.

‘My advice to young people would be to watch out for nightclubs because the path is always the same: alcohol, sex, drugs and Satanic sects.’

It is not the first time that Father Amorth has raised eyebrows with his forthright views – last year he said that the ongoing child sex scandals rocking the Catholic Church were evidence that ‘the Devil was at work in the Vatican.’
While in 2006, Father Amorth, who was ordained a priest in 1954, gave an interview to Vatican Radio in which he said that Nazi leader Adolf Hitler and Russian dictator Josef Stalin were both possessed by the Devil.

According to secret Vatican documents recently released the then wartime Pope Pius XII attempted a ‘long distance exorcism’ of Hitler but it failed to have any effect.

It is also not the first time that Father Amorth, who is president of the International Association of Exorcists, has spoken out against Harry Potter saying in the past that it opens children’s minds to dabbling with the occult and black magic.
Today Vanda Vanni, of the Italian Yoga Association, said:’A Satanic practice? Pardon the pun but that is an accusation that is neither in Heaven or on earth. Father Amorth’s accusation is completely without foundation.

‘It is an outrageous thing to say – yoga is not a religion but a spiritual discipline. It is about freedom and a search to find one’s inner self. It does not touch religion and has nothing to do with Satanic sects nor does it encourage people to join them.

Giorgio Furlan, who runs the Yoga Academy in Rome, said`:’There are some paths of yoga which do lead towards Hinduism but other paths are more philosophical but their is no direct link with religion and certainly no link with Satanism.

‘To say such things shows you have no idea of what you are talking about – yoga controls violent impulses of the nervous system and subconscious – to be honest with me it had the effect of bringing me closer to Christianity and in particular the Catholic Church which I had abandoned as a youngster.

ಭಾರತದಲ್ಲಿ ಇಂದು ಕ್ರಿಯಾಶೀಲವಾಗಿರುವ ಸರಕಾರೇತರ ಸ್ವಯಂಸೇವಾ ಸಂಸ್ಥೆ – ಬಳಕೆಯ ಶಬ್ದಗಳಲ್ಲಿ ಎನ್‌ಜಿಓ -ಗಳಲ್ಲಿ ಅತೀ ಹೆಚ್ಚಿನವು ರಾಷ್ಟ್ರೀಯ ಸ್ವಯಂಸೇವಕ ಸಂಘ (ಆರೆಸ್ಸೆಸ್)ದಿಂದ ಪ್ರೇರಿತರಾಗಿರುವ ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವಂತಹವು. ತನ್ನ ಭೌಗೋಲಿಕ ವ್ಯಾಪಕತೆಯಲ್ಲಿ, ಚಟುವಟಿಕೆಗಳ ವೈವಿಧ್ಯದಲ್ಲಿ, ಸಹಭಾಗಿತ್ವ ಮತ್ತು ಫಲಾನುಭವಿಗಳ ಪ್ರಮಾಣದಲ್ಲಿ ಇವು ಇನ್ನಿತರ ಯಾವುದೇ ಒಂದು ಸಂಘಟನೆಯಿಂದ ಪ್ರೇರಿತರಾಗಿರುವವರು ನಡೆಸುವಂತಹ ಕಾರ್ಯಗಳಿಗಿಂತ ತುಂಬಾ ಮುಂದಿರುವಂತಹವು. ಕಳೆದ ಮಾರ್ಚ್‌ನಲ್ಲಿ ಪುತ್ತೂರಿನಲ್ಲಿ ನಡೆದಿದ್ದ ಸಂಘದ ಅಖಿಲ ಭಾರತೀಯ ಪ್ರತಿನಿಧಿ ಸಭಾದಲ್ಲಿ ವರದಿಯಾಗಿರುವಂತೆ ದೇಶದ 78655 ಊರುಗಳಲ್ಲಿ 1,26,669 ರಷ್ಟು ಸೇವಾ ಚಟುವಟಿಕೆಗಳನ್ನು ಸ್ವಯಂಸೇವಕರು ನಡೆಸುತ್ತಿದ್ದಾರೆ. ಇವುಗಳಲ್ಲಿ ಶಿಕ್ಷಣ ಕ್ಷೇತ್ರದಲ್ಲಿ 64115 ಆರೋಗ್ಯ ಕ್ಷೇತ್ರದಲ್ಲಿ 19664ಹಾಗೂ ಅನ್ಯ ಸಮಾಜ ಸೇವಾಕ್ಷೇತ್ರಗಳಲ್ಲಿ 23853 ಮತ್ತು ಸ್ವಾವಲಂಬನದ ಕ್ಷೇತ್ರದಲ್ಲಿ ಸ್ವಸಹಾಯ ಕೇಂದ್ರಗಳಾಗಿ 19037 ಇವೆ. ಇವಲ್ಲದೆ ದೇಶದ 743 ಗ್ರಾಮಗಳಲ್ಲಿ ಅಲ್ಲಲ್ಲಿನ ಸ್ವಯಂಸೇವಕರು ಸ್ವಗ್ರಾಮಗಳ ಅನೇಕ ಮುಖ ವಿಕಾಸದ ಸಫಲ ಪ್ರಯತ್ನದಲ್ಲೂ ಕಾರ್ಯನಿರತರಾಗಿದ್ದಾರೆ. ಅವರ ಇಂತಹ ಅಮೋಘ ಸಾಧನೆಗೆ ಈ ಅಂಕೆ ಸಂಖ್ಯೆಗಳೇ ಕನ್ನಡಿ ಹಿಡಿದಿವೆ.

1925ರಲ್ಲಿ ಆರಂಭವಾದ ಸಂಘದ ಕಾರ್ಯ ಕಳೆದ 86 ವರ್ಷಗಳಲ್ಲಿ ದೇಶದ ಮೂಲೆಮೂಲೆಗೂ ಸರ್ವವ್ಯಾಪಿಯಾಗಿ ತಲುಪಿರುವುದು ಇದಕ್ಕೆ ಒಂದು ಮುಖ್ಯ ಕಾರಣವಾದಲ್ಲಿ, ಸಮಾಜದ ವಿವಿಧ ವರ್ಗಗಳ ಜನರು ಸ್ವಯಂಸೇವಕರಾಗಿ ಸಂಘದಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುತ್ತಿರುವುದು ಹಾಗೂ ಬದುಕಿನ ವಿಭಿನ್ನ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಅವರು ಆಸಕ್ತಿ ವಹಿಸಿ ಕ್ರಿಯಾಶೀಲರಾಗುತ್ತಿರುವುದು ಸಹ ವಿಶೇಷವಾಗಿ ಲಕ್ಷಿಸಬೇಕಾದಂತಹ ಇನ್ನೊಂದು ಸಂಗತಿ. ಹೀಗಾಗಿ ಒಟ್ಟಿನಲ್ಲಿ ರಾಷ್ಟ್ರೀಯ ವಿಕಾಸದ ಒಂದು ಬೃಹತ್ ಜನಾಂದೋಲನವಾಗಿ ಸ್ವಯಂಸೇವಕರ ಶಕ್ತಿ ಮತ್ತು ಪ್ರಭಾವ ದೇಶಕ್ಕೀಗ ಕಾಣಿಸತೊಡಗಿದೆ.

ಸ್ವಯಂಸೇವಕರ ಈ ಸೇವಾಚಟುವಟಿಕೆಗಳಲ್ಲಿ ಅವುಗಳದೇ ಆದ ಕೆಲವು ವಿಶೇಷತೆಗಳಿವೆ. ಅತ್ಯಗತ್ಯವಾಗಿ ತಿಳಿಯಬೇಕಾದಂತಹವು ಅವು.

ಅವು ಯಾವುವೂ ಸರ್ಕಾರದ ಅನುದಾನದ ಮೇಲೆ ನಿರ್ಭರಿತವಾಗಿರುವಂತಹವಲ್ಲ. (ಸರ್ಕಾರವೇ ತನ್ನ ನೀತಿಗನುಗುಣವಾಗಿ ಶೈಕ್ಷಣಿಕ ಸಂಸ್ಥೆಗಳಿಗೆ ಮತ್ತು ಅನಾಥ ಶಿಶುಗಳಿಗಾಗಿ, ಅಂಗವಿಕಲ ಮಕ್ಕಳಿಗಾಗಿ ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವ ಸಂಸ್ಥೆಗಳಿಗೆ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯಿಂದ ಅನುದಾನ ನೀಡುವುದು ಬೇರೆ ಮಾತು. ಸ್ವಯಂಸೇವಕರ ಅಂತಹ ಸಂಸ್ಥೆಗಳು ಸರಕಾರದ ನಿಯಮಕ್ಕನುಗುಣವಾಗಿ ಪ್ರತಿವರ್ಷ ಅನುದಾನಕ್ಕಾಗಿ ಬೇಡಿಕೆ ಸಲ್ಲಿಸುವ ರೂಢಿಯೂ ಇದೆ. ಆದರೆ ಸರಕಾರ ನೀಡುವ ವಾರ್ಷಿಕ ಅನುದಾನ ಆ ಸಂಸ್ಥೆಗಳ ವರ್ಷಾವಧಿ ವೆಚ್ಚದಲ್ಲಿ ಒಂದು ಕೊಸರು ಮಾತ್ರ ಎಂಬುದೂ ಅಷ್ಟೇ ಸತ್ಯ.) ಒಟ್ಟಿನಲ್ಲಿ ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವಂತಹ ಸೇವಾಸಂಸ್ಥೆಗಳು ಸರ್ಕಾರದ ಅನುದಾನವನ್ನು ನೆಚ್ಚಿಕೊಂಡು – ಅಥವಾ ಅದಕ್ಕಾಗಿಯೇ – ಇರುವಂತಹ ರೀತಿಯವು ಅಲ್ಲ.
ವಿದೇಶಿ ನೆರವು ಪಡೆದು ಕಾರ್ಯ ನಡೆಸುವುದು ಸಹ ಸ್ವಯಂಸೇವಕರ ಸೇವಾಸಂಸ್ಥೆಗಳಲ್ಲಿ ರೂಢಿಯಲ್ಲಿಲ್ಲ. (ಅಮೆರಿಕದಲ್ಲಿನ ಕೆಲವು ಶ್ರೀಮಂತ ಸ್ವಯಂಸೇವಕರು Seva Internationalಎಂಬ ಟ್ರಸ್ಟ್ ಒಂದನ್ನು ಸ್ಥಾಪಿಸಿದ್ದಾರೆ. ಅವರದನ್ನು ಹುಟ್ಟುಹಾಕಿರುವುದು ಭಾರತದಲ್ಲಿ ನಡೆಸಲಾಗುತ್ತಿರುವ ಸಾಮಾಜಿಕ ಸೇವಾಕಾರ‍್ಯಗಳಿಗೆ – ಮುಖ್ಯವಾಗಿ ವನವಾಸಿಗಳ ಏಳ್ಗೆಗಾಗಿ ತನ್ನನ್ನು ಮುಡಿಪಾಗಿಸಿಕೊಂಡಿರುವ ಭಾರತೀಯ ವನವಾಸಿ ಕಲ್ಯಾಣಾಶ್ರಮಕ್ಕೆ – ಆರ್ಥಿಕ ನೆರವು ನೀಡುವ ಸಲುವಾಗಿಯೇ. ಹೀಗಾಗಿ ಮೇಲೆ ಹೇಳಿರುವ ನಿಯಮಕ್ಕೆ ಭಾರತೀಯ ವನವಾಸಿ ಕಲ್ಯಾಣಾಶ್ರಮ ಒಂದು ಅಪವಾದವಾಗಿರುವುದು ಸತ್ಯ. ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವ ಇತರ ಸೇವಾ ಸಂಸ್ಥೆಗಳೂ ಕೆಲವೊಮ್ಮೆ ಆರ್ಥಿಕ ನೆರವಿಗಾಗಿ ಸೇವಾ ಇಂಟರ್‌ನ್ಯಾಶನಲ್‌ಗೆ ಬೇಡಿಕೆ ಸಲ್ಲಿಸುವುದುಂಟು. ಆಗ ಅಲ್ಲಿಂದ ಒಂದಿಷ್ಟು ದೇಣಿಗೆ ಅಪರೂಪವಾಗಿ ಲಭಿಸುವುದೂ ಇದೆ. ಆದರೆ ವನವಾಸಿ ಕಲ್ಯಾಣಾಶ್ರಮ ಹೊರತುಪಡಿಸಿದಲ್ಲಿ ಸೇವಾ ಇಂಟರ್‌ನ್ಯಾಶನಲ್ ಆರ್ಥಿಕ ನೆರವು ನೀಡುವುದು ಪ್ರಕೃತಿ ವಿಕೋಪ ಅಥವಾ ಮಾನವ ನಿರ್ಮಿತ ದುರ್ಘಟನೆಗಳಲ್ಲಿ ಅಪಾರ ಜೀವಹಾನಿ, ಆಸ್ತಿ, ಸ್ವತ್ತು ನಾಶ ಇತ್ಯಾದಿ ಸಂಭವಿಸಿದಾಗ ಅಷ್ಟೇ. ಅದು ಸ್ವಯಂಸೇವಕರ ಯಾವುದೇ ಸಂಸ್ಥೆಗೆ ಶಾಶ್ವತವಾದ ಆರ್ಥಿಕ ಮೂಲವಾಗಿ ಇರುವುದಿಲ್ಲ.)
ತಮ್ಮ ಆರ್ಥಿಕ ಅಗತ್ಯಗಳಿಗೆ ಸ್ವಾವಲಂಬಿಯಾಗಿರುವುದೇ ಸ್ವಯಂಸೇವಕರ ಸೇವಾಸಂಸ್ಥೆಗಳು ಅನುಸರಿಸುವ ಕಾರ್ಯನೀತಿ. ನಮಗೆ ನಮ್ಮ ಸಮಾಜವೇ ಕಾಮಧೇನು, ಕಲ್ಪತರು ಎಂಬುದು ಸ್ವಯಂಸೇವಕರ ನಂಬಿಕೆ. ಸಮಾಜದ ಹಿತಕ್ಕಾಗಿ ನಿಸ್ಪೃಹರಾಗಿ – ಹೆಸರು, ಕೀರ್ತಿಗೂ ಅಪೇಕ್ಷೆ ಪಡದೆ – ದುಡಿದು ಅದರ ವಿಶ್ವಾಸ ಗಳಿಸಿದಲ್ಲಿ ಅದಕ್ಕಿಂತ ಮಿಗಿಲಾದ ಶಕ್ತಿ ಬೇರಾವುದೂ ಬೇಕಾಗುವುದಿಲ್ಲ. ನಮ್ಮ ಸಮಾಜದಲ್ಲಿ ಅಂತಹ ಸಾಮರ್ಥ್ಯವೂ ಇದೆ, ಉದಾರತೆಯೂ ಇದೆ ಎಂಬುದೇ ಸ್ವಯಂಸೇವಕರ ಅನುಭವ. ಮುಖ್ಯವಾಗಿ ಬೇಕಾದುದು ಸಮಾಜದ ವಿಶ್ವಾಸದ ಗಳಿಕೆ. ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಂತೂ ಪ್ರಕೃತಿ ವಿಕೋಪದಂತಹ ಸಂದರ್ಭಗಳಲ್ಲಿ ಅಪಾರ ಜೀವಹಾನಿ, ಆಸ್ತಿ ನಷ್ಟ ಇತ್ಯಾದಿ ಸಂಭವಿಸಿದಾಗ, ಅನೇಕ ಖ್ಯಾತನಾಮ ಉದ್ಯಮಗಳು, ಸಮಾಜದ ಗಣ್ಯರು ತಮ್ಮ ದೇಣಿಗೆಯನ್ನು ಇನ್ನಾರಿಗೂ ನೀಡದೆ ಸ್ವಯಂಸೇವಕರ ಕೈಗಳಿಗೆ ತಾವಾಗಿಯೇ ತಂದೊಪ್ಪಿಸುವುದು ಮಾಮೂಲಿಯಾಗಿದೆ. ಸ್ವಯಂಸೇವಕರು ಸಮಾಜದ ವಿಶ್ವಾಸಕ್ಕೆ ಪಾತ್ರರಾಗಿರುವುದಕ್ಕೆ ಇದೊಂದೇ ಸಾಕ್ಷಿ ಸಾಕಾದೀತು. ಸಂಘದ ಪ್ರೇರಣೆಯಿಂದ ಆರಂಭವಾಗಿರುವ ಯಾವುದೇ ಕಾರ್ಯ ಹಣದ ಅಡಚಣೆಯಿಂದಾಗಿ ನಿಂತಿರುವ ಉದಾಹರಣೆ ಈವರೆಗಿಲ್ಲ.
ತಮ್ಮೆಲ್ಲ ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳಲ್ಲಿ ಇತರರ ಸಹಭಾಗಿತ್ವಕ್ಕೆ ಹೆಚ್ಚಿನ ಮಹತ್ವ ನೀಡುವುದು ಸ್ವಯಂಸೇವಕರು ಸಾಮಾನ್ಯವಾಗಿ ಅನುಸರಿಸುವ ಕಾರ್ಯಸೂತ್ರ. ಕೆಲಸಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಚಿಂತನೆಯಲ್ಲಿ , ಅದರ ಯೋಜನೆಯಲ್ಲಿ ಮತ್ತು ಪ್ರತ್ಯಕ್ಷ ಪರಿಶ್ರಮಿಸುವುದರಲ್ಲಿ ತಾವಂತೂ ಅಗ್ರಪಂಕ್ತಿಯಲ್ಲಿರುವವರೇ. ಆದರೆ ಅದನ್ನು ಮಾಡುವವರು ತಾವು ಮಾತ್ರವೆಂಬಂತೆ ಆಗಲೂ ಬಾರದೆಂಬ ಎಚ್ಚರ ಅವರು ವಹಿಸುತ್ತಾರೆ. ಸಮಾಜದ ಕೆಲಸದಲ್ಲಿ ಸಹಭಾಗಿಯಾಗಬೇಕಾದುದು ಪ್ರತಿಯೊಬ್ಬನ ಕರ್ತವ್ಯವೇ. ಈ ಸಹಭಾಗಿತ್ವ ಹಲವು ರೀತಿಗಳಲ್ಲಾಗಬಹುದು. ಪ್ರತ್ಯಕ್ಷ ಪರಿಶ್ರಮದ ಮೂಲಕ, ವಸ್ತು ಅಥವಾ ಧನದ ನೆರವಿನ ಮೂಲಕ, ಸ್ವಂತದ ಕೌಶಲ್ಯ, ಅನುಭವ – ಇವುಗಳ ಉಚಿತ ಹಂಚಿಕೆಯ ಮೂಲಕ – ಹೀಗೆ ಸಮಾಜದ ಕೆಲಸಗಳಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳಲು ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ಹಲವಾರು ಮಾರ್ಗಗಳಿವೆ. ಮುಖ್ಯವಾಗಿ ಸಮಾಜದ ಕೆಲಸದಲ್ಲಿ ತನಗೂ ಒಂದು ಹೊಣೆಯಿದೆಯೆಂದು ಪ್ರತಿಯೊಬ್ಬನಿಗೂ ಅನಿಸಬೇಕು. ಸಮಾಜದಿಂದ ಹತ್ತುಹಲವು ರೀತಿಗಳಲ್ಲಿ ಉಪಕೃತರಾಗುವ ನಮಗೆ ಅದರ ಋಣ ತೀರಿಸಬೇಕಾದ ಹೊಣೆ ಇಲ್ಲವೆ? ಅದನ್ನು ಅಲಕ್ಷಿಸುವಂತಿಲ್ಲ ಎಂಬ ಅರಿವು ಮನದಲ್ಲಿ ಸದಾ ಜಾಗೃತವಾಗಿರಬೇಕು. ಯಾವುದೇ ಸಾಮಾಜಿಕ ಕಾರ್ಯವನ್ನು ತಾವು ಮಾತ್ರ ಮಾಡುವುದರಲ್ಲಿ ಸ್ವಯಂಸೇವಕರು ತೃಪ್ತರಾಗುವುದಿಲ್ಲ. ಬದಲಾಗಿ ಅತೀ ಹೆಚ್ಚಿನ ಜನರು ಅದರಲ್ಲಿ ಸಹಭಾಗಿಯಾಗುವಂತೆ ಅವರು ಲಕ್ಷ್ಯ ವಹಿಸುತ್ತಾರೆ. ಸಮಾಜದ ಕೆಲಸದಲ್ಲಿ ಪ್ರತಿಯೊಬ್ಬರೂ ರುಚಿ ಕಾಣಬೇಕು ಮತ್ತು ಕ್ರಮೇಣ ಅದನ್ನು ಸ್ವಭಾವವಾಗಿ ಮೈಗೂಡಿಸಿಕೊಳ್ಳಬೇಕು ಎಂಬುದು ಸ್ವಯಂಸೇವಕರ ದೃಷ್ಟಿ.
ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವ ಯಾವುದೇ ಕಾರ್ಯವಾದರೂ ನೇರವಾಗಿ ಸಂಘದ ಅಂಕಿತಕ್ಕೊಳಪಟ್ಟಿರುವುದೆಂದೇನಲ್ಲ. ತಮ್ಮದೇ ಮೂಲ ಚಿಂತನೆ. (Initiative), ಕಾರ್ಯದ ರಚನೆ ಮತ್ತು ನಿರ್ವಹಣೆ, ಅದಕ್ಕಾಗಿ ಅಗತ್ಯವೆನಿಸುವ ಕಾರ್ಯಕರ್ತರ ಪಡೆ ಮತ್ತು ಸಂಪನ್ಮೂಲಗಳ ಜೋಡಣೆ, ಹಣಕಾಸು ವ್ಯವಸ್ಥೆ, ಕಾರ್ಯದಲ್ಲಿ ಗುಣಾತ್ಮಕ ವಿಕಾಸಕ್ಕಾಗಿ ಅದರ ಶೈಲಿಯ ಮತ್ತು ಸಫಲತೆ – ವಿಫಲತೆಗಳ ವಿಶ್ಲೇಷಣೆ, ಹೊಸ ಹೊಸ ಪ್ರಯೋಗಗಳ ಸಂಯೋಜನೆ ಇತ್ಯಾದಿ ಎಲ್ಲವನ್ನೂ ಮಾಡುವವರು ಆಯಾ ಕೆಲಸಕ್ಕಾಗಿ ತಮ್ಮನ್ನು ಮುಡಿಪಾಗಿಸಿಕೊಂಡ ಸ್ವಯಂಸೇವಕರೇ. ಸಂಘದ ಪಾತ್ರ ಏನಿದ್ದರೂ ಆರಂಭದ ಹಂತದಲ್ಲಿ ಪ್ರೇರಣೆ ಮತ್ತು ಸಲಹೆಯ ನಿಟ್ಟಿನಲ್ಲಿ ಮಾತ್ರ ; ಅಗತ್ಯವೆನಿಸಿದಲ್ಲಿ ಒಂದಿಷ್ಟು ಬೀಜಧನ (seed money) ಒದಗಿಸಬಹುದು. ಕಾರ್ಯದಲ್ಲಿ ಸಮಸ್ಯೆಗಳೆದುರಾದಾಗ ಪ್ರಮುಖರ ಜೊತೆ ಸಮಾಲೋಚನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡು ಮಾರ್ಗದರ್ಶನ ನೀಡಬಹುದು. ನಿರ್ವಹಣೆಗಾಗಿ ಹೆಚ್ಚಿನ ಕಾರ್ಯಕರ್ತರ ಬೇಡಿಕೆ ಇದ್ದಲ್ಲಿ ಅವರನ್ನು ಒದಗಿಸಲೂ ಬಹುದು. ಆದರೆ ಯಾವುದೇ ಕಾರ್ಯದ ಮೇಲೆ ಸಂಘದ ಅಂಕಿತ ಅಥವಾ ನಿಯಂತ್ರಣವೆಂಬುದಿಲ್ಲ.
ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿ ಸಂಘದ ಕಾರ್ಯನೀತಿ : “ನಿಷ್ಕ್ರಿಯ ಪ್ರೇರಣಾತ್ಮಕ” (passively motivating) ಎಂಬಂತೆ. ಈ ಕಲ್ಪನೆಯನ್ನು ಸ್ಪಷ್ಟೀಕರಿಸಲು ಪ್ರಾಯಶಃ ಒಂದು ಉದಾಹರಣೆ ಉಪಯುಕ್ತವಾದೀತು. ಸೂರ್ಯ ಪ್ರಚಂಡ ಶಕ್ತಿಶಾಲಿ. ತನ್ನ ಸ್ಥಾನದಲ್ಲೇ ಸ್ಥಿರವಾಗಿ ಇದ್ದೂ ಸಹ ಸಹಸ್ರಾರು ಗ್ರಹಗಳು ತಮ್ಮ ನಿಗದಿತ ಪಥದಲ್ಲೇ ಚಾಚೂ ತಪ್ಪದೆ ಚಲಿಸುವಂತೆ ಮಾಡಬಲ್ಲವನು ಅವನು. ಅವನ ಗುರುತ್ವ ಶಕ್ತಿ ಎಲ್ಲ ಗ್ರಹಗಳಿಗೆ ಚೈತನ್ಯದಾಯಕವಾಗಿರುವುದಲ್ಲದೆ ಅವುಗಳ ಭ್ರಮಣದಲ್ಲೂ ಪರಸ್ಪರ ಸಮನ್ವಯವನ್ನು ಕಾಪಾಡಬಲ್ಲದು. ತನ್ನ ಸುತ್ತ ತಿರುಗುತ್ತಿರುವಂತಹ ಗ್ರಹಗಳ ಹೋಲಿಕೆಯಲ್ಲಿ ಅವನು ನಿಶ್ಚಲ ; ಆದರೆ ಅವೆಲ್ಲದಕ್ಕೂ ಚಾಲಕ ಶಕ್ತಿ ಅವನೇ. ಸ್ವಯಂಸೇವಕರು ಮಾಡುವಂತಹ ಎಲ್ಲ ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳಲ್ಲೂ ಸಂಘದ ಪಾತ್ರ ಇದೇ ರೀತಿಯದು.
ಹೀಗಾಗಿ ಅಂತಹ ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳು – ಕೆಲವೊಮ್ಮೆ ಅವು ಬೃಹತ್ ಸಂಸ್ಥೆಗಳಾಗಿ ಬೆಳೆದಿದ್ದರೂ – ಸಂಘದ ಉಪಸಂಸ್ಥೆ (outfits)ಗಳೆಂದಲ್ಲ. Outfit ಬೇಕಾಗುವುದು ರಾಜಕೀಯ ಪಕ್ಷಗಳಿಗೆ. ಸಮಾಜದ ಯಾವುದೋ ವರ್ಗ ಅಥವಾ ಕ್ಷೇತ್ರದ ಮೇಲೆ ತಮ್ಮ ವರ್ಚಸ್ಸು ಸ್ಥಾಪಿಸಿ, ಅದರಿಂದ ಚುನಾವಣೆಯಲ್ಲಿ ತಮಗೆ ಲಾಭ ಸಾಧಿಸಿಕೊಳ್ಳಲು ರಾಜಕೀಯ ಪಕ್ಷಗಳು ತಮಗೆ ಬೇಕಾದಂತಹ ಟ್ಠಠ್ಛಿಜಿಠಿo ಗಳನ್ನು ಹುಟ್ಟುಹಾಕುತ್ತವೆ. ಆ ಟ್ಠಠ್ಛಿಜಿಠಿoಗಳ ಕಾರ್ಯನೀತಿಯ ನಿರ್ಧಾರ, ನಾಯಕರ ನಿಯುಕ್ತಿ, ಹಣಕಾಸು ವ್ಯವಸ್ಥೆ ಇತ್ಯಾದಿ ಮಾಡಿ ಅವುಗಳನ್ನು ತಮ್ಮ ಹಿಡಿತದಲ್ಲಿರಿಸಿಕೊಳ್ಳುವುದೇ ರಾಜಕೀಯ ಪಕ್ಷಗಳ ರೀತಿ. ಆದರೆ ಸಂಘ ಒಂದು ರಾಜಕೀಯ ಪಕ್ಷವೇ ಅಲ್ಲ. ಹೀಗಾಗಿ ರಾಜಕೀಯ ಲಾಭದ ಅಪೇಕ್ಷೆಯೂ ಅದರಲ್ಲಿಲ್ಲ. ತನ್ನ ಉದ್ದೇಶದ ಸಾಧನೆಗಾಗಿ ಸಂಘವು ಇನ್ನಾವುದೇ ಉಪಸಂಸ್ಥೆಯ ಮೇಲೆ ಅವಲಂಬಿತವಾಗಿರುವುದೂ ಇಲ್ಲ. ಹೀಗಾಗಿ ಸಂಘಕ್ಕೆ ಟ್ಠಠ್ಛಿಜಿಠಿoಗಳೆಂಬುದಿಲ್ಲ. ನಿಜ, ಸ್ವಯಂಸೇವಕರು ನಡೆಸುವಂತಹ ಎಲ್ಲ ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳು ಪರಸ್ಪರ ಸಹಕಾರ ಮತ್ತು ಸಮನ್ವಯವಿರಿಸಿಕೊಂಡು ಒಟ್ಟು ದೇಶ ಹಿತದ ಒಂದೇ ಗುರಿಯೆಡೆಗೆ ಮುನ್ನಡೆಯಬೇಕೆಂದು ಸಂಘ ಅಪೇಕ್ಷಿಸುತ್ತದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಅವುಗಳಲ್ಲಿ ಪಾರಿವಾರಿಕ ಶೈಲಿಯ (Family like)ಸಂಬಂಧವಿರುವಂತೆ ಸಂಘವು ಲಕ್ಷ್ಯವೀಯುವುದು ಮಾತ್ರ ಸತ್ಯ. ಈ ಪರಿವಾರದ ಮುಖ್ಯಸ್ಥನಾಗಿ ಅಂತಹ ಸಹಕಾರ ಮತ್ತು ಸಮನ್ವಯ ಕಾಪಾಡುವ ಹೊಣೆಯನ್ನು ಸಂಘ ವಹಿಸುತ್ತದೆಂಬುದನ್ನು ಅಲ್ಲಗಳೆಯಲಾಗುವುದಿಲ್ಲ. ಅದಕ್ಕಿಂತ ಮಿಗಿಲಾಗಿ ಬೇರೇನೂ ಇರುವುದೂ ಇಲ್ಲ.
ಹಲವು ಶತಮಾನಗಳ ಕಾಲ ವಿದೇಶಿ ಆಕ್ರಮಕರ ವಿರುದ್ಧ ಸತತವಾಗಿ ಸಂಘರ್ಷ ನಡೆಸಿದ, ನಡು ನಡುವೆ ಕೆಲವೊಮ್ಮೆ ಗೆದ್ದಿದ್ದರೂ ಮೇಲಿಂದ ಮೇಲೆ ಸೋತಿದ್ದ , ಪರಿಣಾಮವಾಗಿ ಸುದೀರ್ಘವಾದ ಗುಲಾಮಗಿರಿ ಅನುಭವಿಸಿದ ರಾಷ್ಟ್ರಜೀವನ ನಮ್ಮದು. ಇವೆಲ್ಲದರಿಂದಾಗಿ ನಮ್ಮ ಸಾಮಾಜಿಕ, ಸಾಂಸ್ಕೃತಿಕ ಬದುಕು ಸಂಪೂರ್ಣವಾಗಿ ಅಸ್ತವ್ಯಸ್ತಗೊಂಡಿದ್ದುದು ಕಠೋರ ವಾಸ್ತವಿಕತೆ. ಈ ಕಾಲಾವಧಿಯಲ್ಲಿ ಹತ್ತಾರು ವಿಧ ವಿಕೃತಿಗಳು, ದೋಷ ದುರ್ಗುಣಗಳು ನಮ್ಮಲ್ಲಿ ನುಸುಳಿಕೊಂಡಿದ್ದುದೂ ಒಪ್ಪಲೇ ಬೇಕಾದ ಸಂಗತಿ. ಇವೆಲ್ಲ ಕಾರಣಗಳಿಂದಾಗಿ ಹಳಿ ತಪ್ಪಿದ್ದ ನಮ್ಮ ರಾಷ್ಟ್ರಜೀವನವನ್ನು ಸ್ವರಾಜ್ಯಪ್ರಾಪ್ತಿಯ ನಂತರ ಪುನರಪಿ ಹಳಿಗೆ ತರಬೇಕಾಗಿದ್ದುದೇ ನಮ್ಮ ಮುಂದಿದ್ದ ಬಹು ದೊಡ್ಡ ಸವಾಲು. ಕೇವಲ ಸ್ವಕೀಯರ ಸರ್ಕಾರ ಆಳ್ವಿಕೆಗೆ ಬಂದ ಮಾತ್ರದಿಂದ ಸರಿಪಡಿಸಬಹುದಾದ ಕೆಲಸವಾಗಿರಲಿಲ್ಲ ಅದು. ಸಂಪೂರ್ಣ ಸಮಾಜದ ಸ್ವಯಂಪ್ರೇರಿತ ಸಹಭಾಗಿತ್ವಕ್ಕೂ ಅದಕ್ಕೆ ಅತ್ಯಗತ್ಯವಾಗಿತ್ತು. ‘ಈ ರಾಷ್ಟ್ರ ನಮ್ಮದು’, ‘ಇದರ ಏಳ್ಗೆ ಸಾಧಿಸಬೇಕಾದವರು ನಾವೇ’, ‘ಇದರಲ್ಲಿನ ವಿಕೃತಿಗಳ, ದೋಷಗಳ ನಿವಾರಣೆಯ ಹೊಣೆಯೂ ನಮ್ಮದೇ ಅಲ್ಲದೆ ಇನ್ನಾರದೂ ಅಲ್ಲ’ ಎಂಬಂತಹ ಜನಮಾನಸ ರೂಪಿಸುವುದೇ ಮೊಟ್ಟಮೊದಲು ಆಗಬೇಕಾಗಿದ್ದ ಕೆಲಸ. ಒಮ್ಮೆ ಇಂತಹ ಮಾನಸಿಕತೆಯಿಂದ ಇಲ್ಲಿನ ಪ್ರತಿಯೊಬ್ಬನೂ ಓತಪ್ರೋತನಾದಲ್ಲಿ ಮುಂದಿನ ಕೆಲಸ ಸಲೀಸು. ಈ ನಿಷ್ಕರ್ಷೆ ಮನಗಂಡು ಸಂಘವು ಕಳೆದ ೮೬ ವರ್ಷಗಳಿಂದ ನಿತ್ಯಶಾಖೆಯ ಆಟ, ಹಾಡು, ಚರ್ಚೆ, ಪ್ರಾರ್ಥನೆಯಂತಹ ಸರಳವಾದ ಕಾರ್ಯಕ್ರಮಗಳ ಮೂಲಕ ಮೊದಲು ವ್ಯಕ್ತಿನಿರ್ಮಾಣದ ಕಾರ್ಯದಲ್ಲಿ ತನ್ನನ್ನು ತೊಡಗಿಸಿಕೊಂಡಿತು. ಸಂಘದ ಈ ಸಾಧನೆಯ ಫಲವಾಗಿಯೇ ಇಂದು ದೇಶಾದ್ಯಂತ ಲಕ್ಷಾಂತರ ಸ್ವಯಂಸೇವಕರು ರಾಷ್ಟ್ರದ ಪುನರ್ನಿರ್ಮಾಣಕ್ಕೆ ಅಗತ್ಯವಾಗಿ ಬೇಕಾದ ಮನೋಧರ್ಮವನ್ನು ಮೈಗೂಡಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಅವರೀಗ ವಿಭಿನ್ನ ಸಾಮಾಜಿಕ ಕಾರ್ಯದಲ್ಲಿ ಕ್ರಿಯಾಶೀಲರಾಗುತ್ತ ಸಮಾಜ ಪರಿವರ್ತನೆಯ ಮಹತ್ಕಾರ್ಯದಲ್ಲಿ ಸಹಭಾಗಿಗಳಾಗುತ್ತಿರುವುದು ಅವರು ಸಂಘದಲ್ಲಿ ಪಡೆದಿರುವ ತದನರೂಪ ಸಂಸ್ಕಾರಗಳದೇ ಅಭಿವ್ಯಕ್ತಿ.

ಆರಂಭದ ನಾಲ್ಕೈದು ದಶಕಗಳ ಕಾಲ ತನ್ನ ಸಂಘಟನಾತ್ಮಕ ರಚನೆಯನ್ನು ವಿಸ್ತರಿಸಿ ದೃಢಗೊಳಿಸುವುದರಲ್ಲೇ ಸಂಘವು ಲಕ್ಷ್ಯ ಹರಿಸಿದುದು ಸಹಜವೇ. ಯಾವುದೇ ಸಂಘಟನೆಯಾದರೂ ಮಾಡುವುದು ಅದನ್ನೇ. ಸಣ್ಣ ಬೀಜವೊಂದು ವಿಶಾಲ ವಟವೃಕ್ಷವಾಗಿ ಹೂ ಹಣ್ಣು ಬಿಡಬೇಕಾದರೂ ಹಲವು ವರ್ಷಗಳು ತಗಲುವುದು ಪ್ರಕೃತಿಯ ನಿಯಮ. ನಿಂತ ನೆಲದಲ್ಲಿ ಬೇರುಗಳನ್ನು ಆಳಕ್ಕಿಳಿಸಿ, ದೃಢವಾದ ಕಾಂಡ ಬೆಳೆಸಿ, ನೂರಾರು ಕೊಂಬೆರೆಂಬೆಗಳನ್ನು ಹರಡಿಸಿದ ನಂತರವಷ್ಟೇ ವೃಕ್ಷವು ಹೂ ಹಣ್ಣು ಕೊಡಲಾರಂಭಿಸುತ್ತದೆ ; ಪಶುಪಕ್ಷಿಗಳಿಗೆ ಆಶ್ರಯ ನೀಡುತ್ತದೆ ; ತನ್ನ ಮಡಿಲಿಗೆ ಬರುವವರಿಗೆ ತಂಪಿನ ನೆರಳು ಒದಗಿಸುತ್ತದೆ. ವಿಮಾನವೊಂದು ಆಗಸಕ್ಕೆ ನೆಗೆಯುವ ಮೊದಲು ಒಂದಿಷ್ಟು ದೂರ ನೆಲದಲ್ಲೇ ಓಡುತ್ತ, ಸಾಕಷ್ಟು ವೇಗ ಗಳಿಸಿದ ನಂತರವೇ ಮೇಲಕ್ಕೆ ಜಿಗಿಯುತ್ತದೆ. ಸಂಘದ ಸ್ವಯಂಸೇವಕರು ಈಗ ವಿಭಿನ್ನ ಸಾಮಾಜಿಕ ಕಾರ್ಯಗಳಲ್ಲಿ ಪೂರ್ಣ ಶಕ್ತಿ ತೊಡಗಿಸಿ ಕ್ರಿಯಾಶೀಲರಾಗುತ್ತಿರುವುದು ಸಹ ಸಂಘದ ಮೂಲ ಕಾರ್ಯವು ದೃಢ, ವಿಸ್ತೃತ ಹಾಗೂ ಪ್ರಭಾವೀಯಾದ ನಂತರವಷ್ಟೆ. ಸಂಘದ ಹಲವು ದಶಕಗಳ ಬೆಳವಣಿಗೆ ಮತ್ತು ಈಗ ಸ್ವಯಂಸೇವಕರು ಮಾಡುವಂತಹ ಎಲ್ಲ ಕಾರ್ಯಗಳೂ ರಾಷ್ಟ್ರದ ಪುನರ್ನಿರ್ಮಾಣಕ್ಕಾಗಿಯೇ ಇರುವಂತಹವು. ಇನ್ನೀಗ ಅವರ ಅಂತಹ ಕಾರ್ಯಗಳ ವೇಗ, ವ್ಯಾಪ್ತಿ ಮತ್ತು ಪ್ರಭಾವ ಸದಾ ವೃದ್ಧಿಂಗತವಾಗುವಂತಹವೇ.

ಈಗ ಹೇಳಿ, ಇಂತಹ ಕಾರ್ಯಗಳಿಗಾಗಿ ತಮ್ಮನ್ನು ಮುಡಿಪಾಗಿಸಿಕೊಂಡವರು ಆತಂಕವಾದಿ ಮಾನಸಿಕತೆಯವರಾಗಿರುವುದು ಸಾಧ್ಯವೇ? ಸೇವಾ ಕಾರ್ಯಗಳ ಮೂಲಕ ರಾಷ್ಟ್ರದ ಪುನರ್ನಿರ್ಮಾಣ ಮತ್ತು ಆತಂಕವಾದ ಇವು ವಿರೋಧಾಭಾಸವಲ್ಲವೆ? ಸೇವೆಯ ಮನೋಧರ್ಮ ರೂಢಿಸಿಕೊಂಡವರು ಆತಂಕವಾದಿಗಳೂ ಆಗುವುದು ಎಲ್ಲಾದರೂ ಉಂಟೆ? ವ್ಯತಿರಿಕ್ತವಾಗಿ ಆತಂಕವಾದವನ್ನು ತಮ್ಮ ಬದುಕಿನ ಶೈಲಿಯಾಗಿ ಮಾಡಿಕೊಂಡವರು ಸಮಾಜ ಸೇವೆಗೂ ಮುಂದಾಗಿರುವ ಉದಾಹರಣೆಯಾದರೂ ಇದೆಯೇ? ಬೇರೆಯವರ ಸೇವೆ ಬಿಡಿ, ತಮ್ಮ ಸ್ವಸಮುದಾಯದವರಲ್ಲಿ ಮತಾಂಧತೆ ಬೆಳೆಸುವುದು ಬಿಟ್ಟು, ಅವರ ಏಳಿಗೆಗಾಗಿ ಒಲವು ತೋರಿರುವುದುಂಟೇ?

ತದ್ವಿರುದ್ಧವಾಗಿ ಸ್ವಯಂಸೇವಕರ ರೀತಿ ನೋಡಿ. ಸಮಾಜ ಸೇವೆಯ ಯಾವುದೇ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಜಾತಿ, ಮತ, ವರ್ಗ ಇತ್ಯಾದಿ ಅವರು ನೋಡುವವರಲ್ಲ. ಹಿಂದೂ ಸ್ವಭಾವತಃ ವಿಶ್ವಕುಟುಂಬಿ. ಪೀಡಿತರ, ನೊಂದವರ, ಜಾತಿ, ಮತ, ಕುಲ, ವರ್ಗ ಇತ್ಯಾದಿ ಲಕ್ಷಿಸದೆ ಸೇವೆ ಮಾಡಬೇಕೆಂಬುದೇ ಹಿಂದುಗಳ ರೀತಿ. ಸ್ವಯಂಸೇವಕರು ತಮ್ಮ ಸೇವಾಕಾರ್ಯಗಳಲ್ಲಿ ಅನುಸರಿಸುತ್ತಿರುವುದು ಇದೇ ಆದರ್ಶ. ಉದಾಹರಣೆಗಳು ಒಂದೆರಡಲ್ಲ, ಹಲವಾರು. ಪ್ರಾತಿನಿಧಿಕವಾಗಿ ಇಲ್ಲಿವೆ ಕೆಲವು.

೧. ಹಿಂದೊಮ್ಮೆ ಗುಜರಾತ್‌ನ ಮೋರ್ವಿಯಲ್ಲಿ ಪ್ರವಾಹ ಬಂದು ಜನಜೀವನವೆಲ್ಲ ಉಧ್ವಸ್ತಗೊಂಡು ನೂರಾರು ಕುಟುಂಬಗಳು ತಮ್ಮದೆಲ್ಲವನ್ನೂ ಕಳೆದುಕೊಂಡು ಬೀದಿಪಾಲಾಗಿದ್ದವು. ಆಗ ರಂಜಾನ್ ದಿನಗಳು. ಪೀಡಿತರಲ್ಲಿ ಅನೇಕ ಮುಸಲ್ಮಾನ ಪರಿವಾರಗಳಿದ್ದವು. ಅವರ ನೆರವಿಗೆ ಧಾವಿಸಿದ ಸ್ವಯಂಸೇವಕರು ಅವರೆಲ್ಲರ ಪುನರ್ವಸತೀಕರಣದ ತನಕ ಪ್ರತಿನಿತ್ಯ ಅವರಿಗೆ ನಮಾಜ್‌ಗಾಗಿ ವ್ಯವಸ್ಥೆ ಮಾಡುತ್ತಿದ್ದುದಲ್ಲದೆ, ರಾತ್ರಿಹೊತ್ತು ಅವರಿಗಾಗಿಯೇ ಪ್ರತ್ಯೇಕ ಅಡುಗೆ ಮಾಡಿ ಊಟ ಬಡಿಸುತ್ತಿದ್ದುದೂ ಉಂಟು.

೨. ಒಮ್ಮೆ ಹರಿಯಾಣ ಪ್ರದೇಶದ ಆಕಾಶದಲ್ಲಿ ಹಾರುತ್ತಿದ್ದ ಎರಡು ವಿಮಾನಗಳು ಪರಸ್ಪರ ಡಿಕ್ಕಿ ಹೊಡೆದು, ಬೆಂಕಿಹೊತ್ತಿ ಚರ್ಕಿ-ದಾದ್ರಿ ಎಂಬ ಗ್ರಾಮದ ಬಳಿ ಉರುಳಿಬಿದ್ದವು. ಅರಬ್ ದೇಶಗಳಿಗೆ ಸೇರಿದ್ದ ಇವೆರಡೂ ವಿಮಾನಗಳಲ್ಲಿದ್ದು ಸತ್ತ ಪ್ರಯಾಣಿಕರ ಪೈಕಿ ಸುಮಾರಾಗಿ ಹೆಚ್ಚಿನವರು ಆ ದೇಶಗಳ ನಾಗರಿಕರೇ. ದುರಂತ ಸಂಭವಿಸಿದಂತೆಯೇ ಆ ಗ್ರಾಮದ ಸ್ವಯಂಸೇವಕರು ಸತ್ತವರ ಶವಗಳಿಗೆ ಅಗತ್ಯವೆನಿಸಿದ ಸರ್ವವಿಧ ವ್ಯವಸ್ಥೆ ಮಾಡಿದಲ್ಲದೆ, ಅವುಗಳನ್ನು ಸ್ವದೇಶಕ್ಕೆ ಒಯ್ಯಲು ಬಂದಿದ್ದ ಅವರ ಪರಿವಾರದವರಿಗೆ ಆಹಾರ, ವಸತಿ, ಶವ ಗುರುತಿಸಲು ನೆರವು, ಅಮೂಲ್ಯ ವಸ್ತುಗಳ ಸಂರಕ್ಷಣೆ ಹಾಗೂ ವಾರಸುದಾರರಿಗೆ ಅವನ್ನು ಸುರಕ್ಷಿತವಾಗಿ ತಲುಪಿಸುವುದು ಇತ್ಯಾದಿ ಎಲ್ಲವನ್ನೂ , ಸತ್ತವರು ತಮ್ಮ ಪರಿವಾರದವರೇ ಏನೋ ಎಂಬಂತೆ ತಿಳಿದು ನೆರವಾದರು. ಆಪತ್ತಿನ ಸಂದರ್ಭದಲ್ಲಿ ಗುರುತು ಪರಿಚಯವೇ ಇಲ್ಲದವರಿಗೂ ಅಂತಹ ತುಂಬುಮನದ ಸಹಾಯಕ್ಕೆ ಸ್ವಯಂಸೇವಕರು ಮುಂದಾಗಿರುವುದು ಆಯಾ ದೇಶದ ಮಾಧ್ಯಮದವರಿಗೆ ನಂಬಲೂ ಸಹ ಆಗದಂತಹ ವಿದ್ಯಮಾನವಾಗಿತ್ತದು. ಆ ದಿನಗಳಲ್ಲಿ ಭಾರತದ ವಿಮಾನಯಾನ ಖಾತೆಯ ಮಂತ್ರಿ ಆಗಿದ್ದವರು ಸ್ವತಃ ಓರ್ವ ಮುಸಲ್ಮಾನ ನಾಯಕರು. ಅವರು ಸಹ ಸ್ವಯಂಸೇವಕರಿಗೆ ಬಿಚ್ಚುಮನದ ಆಭಾರ ಸಲ್ಲಿಸಿರುವ ದಾಖಲೆ ಇದೆ.

೩. ತುರ್ತು ಪರಿಸ್ಥಿತಿಯ ದಿನಗಳಲ್ಲಿ ಸೆರೆಮನೆಗಳಲ್ಲಿ ಸ್ವಯಂಸೇವಕರ ಜೊತೆಯಲ್ಲಿ ಅನ್ಯ ಕಾರಣಕ್ಕಾಗಿ ಬಂಧಿತರಾಗಿದ್ದ ಜಮಾತೆ ಇಸ್ಲಾಂನ ಕೆಲವು ಮುಸಲ್ಮಾನ ಕೈದಿಗಳೂ ಇದ್ದರು. ಸಹಬಂದಿ ಗಳಾಗಿದ್ದ ಕಾರಣದಿಂದಾಗಿ ಪರಸ್ಪರರಲ್ಲಿ ಸ್ನೇಹ ಬೆಳೆಯಿತು. ಕೆಲವು ಸಂದರ್ಭಗಳಲ್ಲಿ ಜಮಾತ್‌ನ ಬಂಧುಗಳು ಜಾಮೀನಿನ ಮೇಲೆ ಬಿಡುಗಡೆ ಹೊಂದಿ ಹೊರಹೋಗಬೇಕಾದ ಅನಿವಾರ್ಯತೆ ಎದುರಾಗುತ್ತಿತ್ತು. ಅಂದಿನ ಸನ್ನಿವೇಶದಲ್ಲಿ ಜಾಮೀನು ನೀಡಲು ಸ್ವಸಮುದಾಯದವರೇ ಹೆದರಿ ಹಿಂದೇಟು ಹಾಕುತ್ತಿದ್ದುದುಂಟು. ಆದರೆ ಅದೇ ತಾನೇ ಪರಿಚಯವಾಗಿದ್ದರೂ ಸ್ವಯಂಸೇವಕರು (ಹೊರಗಿದ್ದವರು) ಅಂತಹವರಿಗೆ ಪೂರಾ ವಿಶ್ವಾಸದಿಂದ ಜಾಮೀನು ನೀಡಿದ್ದುಂಟು. ನೆರವಾಗಬೇಕಾದುದು ಆಪತ್ಕಾಲದಲ್ಲಲ್ಲದೆ ಇನ್ಯಾವಾಗ?

ಇವು ಕೆಲವು ಉದಾಹರಣೆಗಳು, ಅಷ್ಟೆ. ಕಷ್ಟದಲ್ಲಿರುವವರಿಗೆ ನೆರವಾಗುವಾಗ ಜಾತಿ, ಮತ, ಕುಲ ನೋಡಬಾರದೆಂಬುದು ಸ್ವಯಂಸೇವಕರ ದೃಷ್ಟಿ. ಇಂತಹವರು ಆತಂಕವಾದಿಗಳಾಗುವರೇ?

ಆದರೆ ಆ ರೀತಿ ತಿಳಿಯುವ ವಿಕೃತ ಬುದ್ಧಿಯವರೂ ಕೆಲವರಿದ್ದಾರೆ. ಅವರಿಗೆ ಸ್ವಯಂಸೇವಕರು ಆತಂಕವಾದಿಗಳಾಗಿ ಕಾಣುವುದು ಏಕೆ ಗೊತ್ತೆ? ತಮ್ಮ ಸೇವಾಕಾರ್ಯಗಳಿಂದಾಗಿ ಸ್ವಯಂಸೇವಕರ ಜನಪ್ರಿಯತೆ ಮತ್ತು ಸಮಾಜದ ಮೇಲೆ ಅವರ ಪ್ರಭಾವ ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸ್ವಂತದ ರಾಜಕೀಯ ನೆಲ ಕುಸಿಯುತ್ತಿರುವ ಅನುಭವ ಅವರಿಗೆ ಆಗತೊಡಗಿದೆ. ಅವರ ಪಾಲಿಗೆ ಈ ವಿದ್ಯಮಾನ ನಿಜಕ್ಕೂ ಚಿಂತೆಯ ಮತ್ತು ಆತಂಕಕಾರಿ ಸಂಗತಿಯೇ ಆಗಿದೆ. ಅವರೀಗ ಸಂಘವನ್ನು ಗುರಿಯಾಗಿರಿಸಿ ಹಿಂದೂ ಆತಂಕವಾದದ ಹುಯಿಲೆಬ್ಬಿಸುತ್ತಿರುವುದು ಈ ಕಾರಣಕ್ಕಾಗಿ.

But, who’re behind the brutal assassination? Was it the handiwork of Godse & company or the Rashtriya Swayamsevak Sangh (RSS)?

The controversial question crops up at regular intervals in various parts of the country kicking up fresh debates on the subject.

As for Congress leaders, it’s almost an obsession to blame it on the RSS.

However, when a decisive answer comes from a non-controversial and apolitical person who besides being a Christian also happens to be a retired Supreme Court justice, it should prompt one to sit up and think.

Yes, we’re, of course, talking about K.T.Thomas who recently stirred a hornet’s nest when, presiding over an RSS function in the city, he unequivocally absolved RSS from Ganndhi assassination.

The controversy, of course, was ignored by the national media. However, Thomas’ clean to chit to RSS, as expected, has left the Congress leaders in Kerala fuming.

Congress state president Ramesh Chennithala and MLA P.C.Vishnunath lambasted him for ‘distorting history.’ However, for the RSS leaders, Thomas’ remarks proved like manna from the heaven considering his stature.

Even as the controversy rages, the questions still remain: who actually killed Gandhi? Was it the RSS? Those who’ve read history will know Godse severed his links with RSS calling it an organization run by eunuchs.

This being so, is right to point fingers at RSS, because Godse was its member once? Thomas put it better: “it’s like blaming the whole Sikh community, because, one of its misguided members assassinated Indira Gandhi.”

Is Thomas right in his views? Is RSS speaking the truth when it says it’d nothing to do with the Gandhi assassination?

Or is it that the Congress leaders have a point? It’s said history is just a bucket of ashes.

But, certainly, the life and times of the Mahatma continues to defy this dictum, because, in the political parleys truth comes up with many faces; some shocking, others intriguing while a few really could irritate.

So, in all likelihood, we’ll continue to ask again and again: who killed Gandhi?

Congress cares for the minority: Justice K T Thomas

Former Supreme Court justice K.T.Thomas who came in for severe criticism for his remarks absolving RSS from Mahatma Gandhi assassination said he still stuck to his gun.

“Godse was part of RSS. But, he’d left the organization before he killed Gandhi since he found it too soft. So, you can’t blame it on RSS”, Thomas told Deccan Chronicle.

Thomas said judiciary in the country, so far, couldn’t find any evidence against RSS. The case was first heard at Red Fort by Justice Atmacharan who didn’t find any RSS link. Nor the bench headed by Justice Khosle.

“Later, Nehru even ordered a probe which drew a blank. After this, in 1966 Indira Gandhi ordered judicial probe headed by Justice JL Kapoor who also couldn’t find any RSS connection”, Thomas revealed.

When the whole judicial and democratic means had been expended, the country should put an end to the debate, he said. “It’s unjust and unfair to drag the RSS name again and again”, he said.

He said, the biography written by Robert Payne, author of The Life and Death of Mahatma Gandhi also couldn’t find any RSS link. “My comment on the subject should be treated as a judicial analysis”, he observed.

Stating that Congress leaders like Chennithala wouldn’t know much about history, he said RSS was still being blamed for minority votes. “I don’t know whether Chennithala had read Robert’s work”, he teased.

He further said when Gandhi was assassinated, the then RSS president Golvarkar was in Madras. “The outfit went into an immediate mourning. Ideologically, we may differ. But, you can’t question their patriotism”, he said.

He recalled visiting the cell in Andamans in 1997 where Veer Savarkar was lodged for 27 years. “I could see many poems he’d written on the wall using stone, because, authorities never gave him anything to write”, he recalled.

He reminded that, the freedom people enjoy today was the result of the sacrifices made by persons like Veer Savarkar.

Can’t blame RSS: Gandhi family

Even as Thomas’ remark on the Gandhi assassination continues to make waves, great grandson of Mahatma Gandhi, Sreekrishna Kulkarni asserted it was not right to link the RSS name.

“In 63 years’ time, the Government has instituted many judicial commissions and committees to investigate the assassination. None could establish the RSS connection”, Sreekrishna told Deccan Chronicle.

He said India is a democracy with a vibrant and independent judiciary. “The children of Gandhiji have never tried to obstruct or influence the impartial investigation of this case”, he reminded.

Sreekrishna said it was time people learnt to respect the judicial findings in the matter and rested the issue. As for RSS, he said it has contributed immensely to the nation’s development.

“It’s incorrect to drag the RSS name repeatedly for petty political reasons”, he appealed.

Sreekrishna also revealed that after Bapu’s assassination, his grandfather Ramdas Gandhi had written to Nehru requesting him not to hang Godse. But Godse was hanged”, he said.

RSS will circulate the speech

Rashtriya Swayam Sevak Sangh (RSS) is not taking kindly the criticism leveled by Congress state president Ramesh Chennithala and MLA P.C.Vishnunath against the observation made by former Supreme Court justice K.T. Thomas.

RSS state general secretary P. Gopalan Kutty master said the Congress leaders would be sued soon on defamatory grounds for dragging the RSS name into the Mahatma Gandhi assassination episode. “We’ll do that in a day or two”, Kutty said.

He said, the country had several commissions and committees on the issue. “But, none could prove RSS involvement. Justice K.T.Thomas only spoke the truth”, Kutty asserted.

Thomas’ speech would be printed into pamphlets and would be distributed across Kerala, he informed.

Thomas being respected by all sections of society, Kutty feels that many in the state would want to read the pamphlet. “If Congress leaders can prove that the RSS was involved in killing the Mahatma, let them remain deluded. We’re ready to take it up as a challenge”, he asserted.

8. The draft bill creates an extra constitutional body comprising of a
majority of “minorities” which can recommend to the President, imposition
of Presidents” rule on the charge that the state government has failed to
prevent and control communal riots.
9. Besides the obviously anti-Hindu nature, the draft bill affects (i) the
status of state governments, whose concern is law and order and (ii) powers
of Governors who can make recommendations for Presidents rule.
10. Here are some fine points to illustrate other defects, not taken
cognizance by the Bill.

– Experience shows that even ordinary laws are drastically misused in
our country. Ex. Faction village – all members of rival faction are
implicated in cases. In these cases the police have discretion to
investigate freely, but in special acts the freedom is restricted and
police are forced to take action.
– Ill feelings between two persons are now leading to foisting of false
cases under SC-ST Act against one another. Similar misuse can be there in a
more frightening manner.
– In case of misuse of SC-ST Act or Anti-Dowry Act only a person or a
family is affected, but in this case the whole of society is affected. The
majority population in a village has to live in constant fear of false
cases.
– There can be a planned and systematic misuse of the act as per a
strategy and it can be centrally directed by group leaders. The same group
leaders will be a pressure group on the government or administration to
take action against innocent in foisted cases.
– The definition of ‘victim’ and ‘harm’ is dangerous. There is no
measure of mental or psychological harm. Sec. 3 (j). Anyone can complain
that his feelings are hurt.
– Sec 3(f) can be misused by anyone on the ground that his fundamental
right to propagate his religion (and thus conversion) is violated even if
the village or community elders object to such an act. There can be
wholesale cases on the village elders.
– Sec.8 talks about ‘hate propaganda’, the definition of which can
result in action against any one preventing active hate and ridiculing
propaganda by the other group on the ‘majority’ group. This is a reality
which is seen every day in villages.
– Any act should be designed to integrate the society but not divide the
society. The present Bill may be well intentioned but ill conceived. It has
not taken into account the amount of misuse which can take place and how
police will be nose-led by pressure groups.
– The Bill is also ill conceived because it has taken into consideration
the majority and minority situation in India. It has totally forgotten that
religion is a globalised issue now and that there are global strategies to
devour smaller religions. The fund flow from outside India seems to have
been totally lost sight of by the framers of this bill. Samuel Huntington’s
studies have to be kept in mind on this issue.

11. The bill is drafted by the extra-constitutional National Advisory
Council which in turn was advised by a large number of Muslims and
Christians and known habitual Hindu-baiting, leftist nominal Hindus. This
bill is a blot on federalism and secularism, to which India is
constitutionally wedded. Justice demands that this bill be withdrawn
forthwith.
12. We earnestly request you to kindly impress upon the concerned
authorities to withdraw this shockingly biased and dangerously draconian
legislation.
